Hilary Browning

Board Member

Hilary Browning serves as Finance Director for the City of Fairborn, where she oversees financial operations of $106 million in appropriated tax-payer funds.

Hilary brings over a decade of experience in local government finance, having previously served as CFO and Finance Director of the Dayton Metro Library, and in multiple positions in the City of Dayton's Budget Office and Planning Department. Hilary has demonstrated expertise in budget and budget development, treasury and cash management, forecasting, grants administration and risk mitigation protocols. She earned a Master of Public Administration from the University of Dayton, completed graduate studies in the economics of work and quantitative methods (statistics) at the Ohio State University, and earned an Honors Bachelor of Arts in English and Sociology from the University of Dayton.

Hilary is active with both the Ohio Government Finance Officers Association (OHGFOA) and the national GFOA. She maintains credentials with both the Ohio Center for Public Investment Management and the Ohio Emergency Management Agency. Hilary is committed to developing the next generation of public servants, volunteering as an alumni mentor for University of Dayton students pursuing careers in local government. Hilary delivers guest lectures in public budget and public finance, presenting for the GFOA, the University of Dayton and Wright State University.

She also enjoys volunteering at her family parish, Holy Angels Church. Hilary enjoys spending time with her husband, daughter and rescue dog, Muffy. As a family, they love outdoor adventures and all things Disney. Hilary also enjoys baking, classical music, gardening and hiking.
